Validation requirements

This page provides you with detailed guidance on what information you will need to include when submitting a planning application. 

The council's Validation Guidance Document (PDF) (March 2024) provides detailed advice.  A revised layout is currently being finalised and will be published in due course. In the meantime you are still able to use the previous individual checklists as reference for the different application types, but please note that these have not been updated:

Changes of use (to C3) 

  • Prior Notification for proposed change of use of agricultural building to a flexible use within shops, financial/professional services, restaurants and cafes, business, storage or distribution, hotels or assembly or leisure (following shortly) 
  • Prior Notification for proposed change of use of building from Office (B1) to a dwelling house (C3) (following shortly) 
  • Prior Notification for proposed change of use of agricultural building to a dwelling house (C3), and for associated operational development (following shortly) 
  • Prior Notification for proposed change of use from storage or distribution buildings (B8) and any land within its curtilage to dwelling houses (C3) (following shortly) 
  • Prior Notification for proposed change of use from amusement arcades/centres and casinos, (sui generis uses) and any land within its curtilage to dwelling houses (C3) (following shortly) 
  • Prior Notification for proposed change of use from light industrial (B1(c)) and any land within its curtilage to dwelling houses (C3) (following shortly) 
  • Prior Notification for proposed change of use of a building from shops (A1), financial/professional services (A2), betting office, pay day loan shop, launderette or a mixed use combining use as a dwelling house with anything previously mentioned to a use falling within Class C3 (dwelling houses) and for associated operational development (following shortly) 

Change of use (to state-funded school/nursery) 

  • Prior notification for proposed change of use to State-funded school or registered nursery (following shortly) 
  • Prior Notification for proposed change of use of agricultural building to a State-funded school or registered nursery (following shortly) 
  • Prior Notification for temporary school buildings on vacant commercial land and the use of that land as a state-funded school for up to 3 academic years (following shortly) 

Change of use (others) 

  • Prior Notification for proposed change of use from shops (A1), financial/professional services (A2), betting officers, pay day loan shops and casinos (sui generis uses) to restaurants and cafes (A3) (following shortly) 
  • Prior Notification for proposed change of use from shops (A1), financial/professional services (A2), betting officers, pay day loan shops and casinos (sui generis uses) to assembly and leisure uses (D2) (following shortly) 
  • Prior Notification for temporary use of buildings or land for the purposes of commercial film-making and the associated temporary structures, works, plant or machinery required in connection with that use (following shortly) 
  • Prior Notification for the installation, alteration or replacement of other solar photovoltaic (PV) equipment on the roofs on non-domestic buildings (up to a capacity of 1 Megawatt) (following shortly) 
  • Prior Notification for development consisting of the erection or construction of a collection facility within the curtilage of a shop (following shortly)
