Business Parking Permit Scheme

The Business Permit scheme is open to businesses based in Ely registered for business rates, who require access to the long stay car parks prior to 08:30 am avoiding early morning parking restrictions.

The Business Permit Scheme 2018/19 commences on 1st April 2018 and expires on 31st March 2019.

You can apply to renew an existing permit or purchase a new permit using the link below or download an application form and send it to The Grange, Nutholt Lane, Ely, Cambs, CB7 4EE with the appropriate fee.

A maximum of 4 permits can be issued per business and are charged on an annual basis on an escalating scale per pass:

First Permit @ £50.00 = £50.00
Second Permit @ £55.00 = £105.00
Third Permit @ £60.00 = £165.00
Fourth Permit @ £70.00 = £235.00

Free Long Stay Car Parks

(Early morning restrictions apply.)

Free Short Stay Car Parks

Car park restrictions apply from 8.00 a.m. until 6.00 p.m. (Monday to Saturday).  Early morning restrictions apply in long stay car parks.  All car parks are no return within 2 hours.

It is FREE to park in any of the above car parks.

We also have pay & display commuter car parks at Angel Drove & The Dock, Ely.

Angel Drove & The Dock car parks are located near to Ely Railway Station and there is a charge for parking in these car parks.  A season ticket scheme is available.  Find out more information about Angel Drove & The Dock car parks.

Disabled Parking

Disabled Parking (Council Car Parks)

People with disabilities can park free of charge in all the District Council’s car parks for an unlimited period of time as long as:

  • A valid blue (disabled) badge is displayed on the dashboard of the vehicle
  • The registered disabled person is either driving or a passenger
  • The vehicle is parked within a bay (not double yellow lines)

There is also ‘On Street’ parking for disabled drivers within Ely, Soham and Littleport.

Ely Operates a Shop Mobility Scheme

  1. The scheme operates Thursday to Saturday.
  2. The scheme is free of charge
  3. Booking in advance is advisable

Parking Fines

Fixed Penalty Parking Tickets

Fixed penalty parking tickets are issued for the following offences:

  • Staying in a car park over the time limit
  • Parking in a disabled parking space without displaying a disabled badge
  • Parking in a prohibited area or accessway (including parking on the end of a row, on a walkway or on the grass)
  • Parking in a parking space designated for other types of vehicle
  • Parking outside a parking bay or in more than one bay
  • Returning to the car park within two hours of leaving it
  • Parking without displaying a valid ticket or permit in the manner specified (where applicable)
  • Other breach of the Council's Off Street Parking Places Order 2017

Parking Penalty Charge Ticket- How to Pay

A fixed penalty charge payment may be paid online using the link below, taken in person at the Council Offices or sent by post to the address below.

Payment may be made by credit card, debit card, money order, postal order or cheque and must accompany the fixed penalty notice slip.  Cheques, money orders and postal orders should be made payable to 'East Cambridgeshire District Council' and crossed.  You must quote your ticket reference number on the reverse of the cheque.

Alternatively, payment can be made by debit or credit card via telephone.  

Discount - When Must Payment Be Made?

£50.00 is payable if payment is received by 4:00pm on the 14th day following the date of the ticket.
£60.00 is payable if payment is received by 4:00pm thereafter until the 28th day following the date of the ticket.

Should the Council's offices be closed on these days, payment must be received on the first normal working day thereafter.

Parking Penalty Charge Ticket - How to Appeal

If you have received a parking penalty charge ticket in one of the Council's off-street car parks and don't think you should have received one, you can appeal in a number of ways:-

  • In person by coming into the Council Offices at the Grange (Monday-Thursday 8-45-5.00, Friday 8-45-4.30).  You may be asked to put the details in writing.
  • By writing to Legal Services at East Cambridgeshire District Council, The Grange, Nutholt lane, Ely, Cambridgeshire, CB7 4EE - you can download a PDF version of the form for completion.
  • You can also appeal against a parking penalty by using our online appeal form:

All appeals must be received in writing not later than the last day of the period of 14 days beginning with the date on which the notice is served.

Appealing against a Parking Penalty Charge - Information Required

Tell us where you were parked and when - give us your name, the parking ticket number and the make and registration number of your car, then explain to us why you think you should not be liable to a penalty charge.

Give us a name and address or telephone number or e-mail address so we can get back to you.

N.B. If your parking ticket is for an on-street parking infringement, the appropriate contact details will be on the ticket.

If you arrive after 8.30 a.m. you can stay all day.

If you arrive (or are parked) between 8.00 a.m. and 8.30 a.m. you can only park for 90 minutes due to the early morning restrictions (see below).  

Early Morning Restrictions

In the long stay car parks (Barton Road, Fisherman's, Fore Hill Lower section, Newnham Street and Ship Lane) vehicles parked between 8.00 a.m. and 8.30 a.m. can only park for 90 minutes.  These restrictions apply Monday - Saturday.

All car parks are 2 hour non-return.

There is no limit on the amount of time disabled badge holders can park in the car parks.

NB: On market days (Thursday and Saturday every week and occasional special market days), the designated red lined area at Barton Road Car Park is reserved for market trader's large vehicles (displaying the appropriate permit) only.

There is no charge for parking at any of the city centre car parks, however, we also have a pay and display commuter car park at Angel Drove, Ely.

Fisherman's

Free Short stay - 4 hrs, Free Long stay - 23 hrs

This car park has both short stay and long stay spaces available.

Please ensure you park in the correct section for your length of stay in Forehill car park.
