The District Council has undertaken a series of studies to develop masterplans for the City of Ely and the market towns of Soham and Littleport to help manage the rapid population and housing growth that is taking place in these areas. A Masterplan for Burwell has also been produced to show how it could develop in the future.
The District Council is now looking to undertake more work on the opportunity sites highlighted across Ely, Soham and Littleport within the masterplanning process. Please see below for more details.
Studies and reports containing research and data on the capacity of the local East Cambridgeshire infrastructure and which highlight issues which must be addressed as major growth projects are taken forward and delivered have also been produced and can be found in the Local Plan Library.
The Ely Masterplan was approved by the District Council at its Full Council meeting on 23rd February 2010 as the Council's longer term vision for the future of Ely. It sets out a strategy for development based on long term growth supported by significant infrastructure improvements. The vision of the Masterplan will be taken forward in stages. In the short term action will focus on delivering much needed improvements to leisure facilities, open space, shopping and employment and a start will be made on key regeneration and opportunity sites.

The Soham Masterplan Vision was approved by the District Council at its Full Council meeting on the 25th May 2010 as the Council's longer term vision for the future of Soham. The Masterplan Vision sets out bold and ambitious plans for the town's future, which will help to complete its transformation from an expanded village into a welcoming and thriving 21st Century Cambridgeshire Market Town. Work has now commenced on the next phase of the Soham Vision with further detailed work on the opportunity sites.

The Littleport Masterplan was adopted by the District Council at its Full Council in May 2011 as the Council's longer term vision for the future of Littleport. The Littleport Masterplan presents a vision for Littleport that embraces its unique natural fen landscape setting, and is focused on revitalising the town centre, improving job opportunities, and achieving high quality development that enhances the image of the town.

The Burwell Masterplan was approved by the District Council at it's Full Council meeting on 21st February 2013 as the Council's long term vision for the future of Burwell.
The Masterplan outlines how Burwell can change, develop and be a thriving rural community whilst retaining it's village character and community support networks.

Cambridgeshire Quality Charter for Growth
The Cambridgeshire Quality Charter for Growth sets out core principles for achieving excellence in the new housing developments planned for Cambridgeshire. The Charter aims to ensure the region remains an international leader in architecture, design, community development and low-carbon growth for years to come. The document was produced by Cambridgeshire Horizons working closely with consultants, URBED, and a top level group from the public, private and voluntary sectors.
