RECRUITMENT OF INDEPENDENT PERSONS

COUNCILLORS CODE OF CONDUCT COMPLAINTS

Under the provisions of the Localism Act 2011, the Council is required to appoint at least one Independent Person to assist the Council in promoting and maintaining high standards of conduct amongst its elected Members and Town and Parish Councillors.  The Independent Person:

  • Will be consulted on the decision to investigate complaints and before a decision is made on an investigated complaint against a Councillor.
  • May be consulted on other standards matters, including by the Councillor who is subject to an allegation.
  • Will serve on any Panel convened to consider disciplinary action/dismissal of a Statutory Officer (Head of Paid Service, Chief Finance Officer, or Monitoring Officer).
The Council is seeking to recruit two Independent Persons who will be contacted on a rotational basis.
 
A taxable fixed annual allowance of £750 is payable to each Independent Person, together with reimbursement of travel and subsistence expenses.
 
The appointment will be made by full Council on 23 May 2019 and be for 4 years, subject to ratification at the Council’s Annual Meeting in May each year.
