Speaking at Planning Committee
If you wish to speak, it is your responsibility to check whether an item is on the agenda. You can do this by calling the Planning Case Officer or Committee Services. You may register to speak either as the Applicant or his/her agent, or as an objector, on any planning application brought before the committee.
Parish/Town Councils can also speak on a planning application if it goes to the Planning Committee.
Register to speak at Planning Committee.
Slides or overhead transparencies are not allowed. If you wish to circulate supporting documents this must be done before the date of the Committee meeting.
After the item is introduced, public speaking is in this order:
- Objectors (5 minutes in total)
- Applicant/Agent/Supporters (5 minutes in total)
- Parish Councils (5 minutes in total)
You are advised to make a statement of fact or opinion, but you are likely to have the greatest impact if you:
- Are brief and to the point
- Limit your views to the application
- Confine yourself to the relevant issues
You cannot ask questions of others who will be speaking on the same planning application, only the Planning Committee Members can ask questions.
What happens if I wish to speak on an agenda item, which is to be debated after the press and public have been excluded from the meeting?
There will still be an opportunity for you to take advantage of the public speaking scheme but this will be before the exclusion resolution is passed, i.e. before the public are asked to leave the meeting.
You should particularly note that you should not make derogatory remarks about other people. Any such comments leave you open to legal action.
