Legal Services Department
The Legal & Democratic Services Department is responsible for a whole range of activities, from the Council’s Constitution to electoral registration and elections, from land charges and licensing to committee meetings. It is the Department’s role to ensure that all business transacted by the Council and its Committees is open, transparent and legal. This means that the democratic processes involved, e.g. elections and Committee decisions, conform to the relevant statutory requirements and are conducted in a fair and lawful way.
The Department is split into two teams dealing with different key functions and these are the legal and democratic service teams.
Democratic Services
The Democratic Services team includes committee and Members’ support, elections and electoral registration. It deals with all the Council’s meetings, from issuing agendas to producing decision lists and minutes. This involves ensuring an appropriate meetings timetable, that the relevant papers are published at the appropriate time, that the meetings are conducted in a proper and lawful manner and that sufficient time is allowed for those decisions to be called in for scrutiny if required. Democratic Services also provide support to Members and co-ordinate a training programme for them.
The team also has the responsibility of administering the Council’s public speaking and question time schemes, overseeing the Members’ allowances scheme, maintaining lists of Members’ interests and representatives on outside bodies, and the production of the Councillors’ Meetings booklet.

Electoral Services
The Electoral Services team deals with the administration of all Parish, District, County, General and European Elections and referenda relevant to the district. As part of that it also has the responsibility of maintaining and updating the electoral register for East Cambridgeshire and arranging postal or proxy voting. Amongst its other obligations it has to deal with Tree Preservation Orders, enforcement & stop notices, closed churchyards, road traffic orders, data protection, requisitions for information and planning appeals.
